From the Los Angeles Times as of January 31, 2011:
If you haven't heard by now, we are currently in a 60 day open enrollment window for children in California, during which time children under age 19 with preexisting medical conditions may not be declined coverage. All California insurers must cover these children at a rate no more than twice the standard rate for a child without preexisting conditions.
If you have had trouble in the past obtaining coverage for a child, now is your chance. However, don't delay your decision, as the window closes March 1. After this time, you will have to wait for a major qualifying event, or for your child's birth month.
